The GSCCCA is set up under code section 15-6-94 of the O.C.G.A. The Authority is governed by a ten member board of directors, which includes 6 clerks of superior court, 1 superior court judge, 1 county commissioner, and 2 at-large gubernatorial appointments.

Managed on a day-to-day basis by a professional staff, the Authority is located in Atlanta, Georgia (address and driving directions).
